  1. Call to Order

    Leanne Reynolds called to order this regular meeting of the RCPOA Board of Directors at 7:03 PM on Monday, March 19th, 2012 at the home of Director Lyn Foster.

  2. Roll Call

    Zareh Amirian conducted a roll call.

    The following Directors were present:
    Zareh Amirian, Jim Eddy, Lyn Foster, Bruce Hinckley, Richard Lee, Mike Myers, Leanne Reynolds, Stephanie Schus, Bea Wojtyla, John Wolff, Todd Yvega.
    Absent Directors:
    Nick Friesen, Armine Hacopian.
  3. Approval of Minutes From Last Meeting

    The minutes from the February 2012 Annual Meeting had not yet been completed.  The minutes of the Regular Board of Directors meetings held on October 10, 2011 and December 12, 2011 were approved on a motion by Mike Myers and a second by Jim Eddy.

  4. Open Issues
    1. Nominating Committee Report

      The Nominating Committee Report was given by Mike Myers.  The Nominating Committee was comprised of Mike Myers, John Wolff, Dan Cabrera, Mary Ann Prelock, and Helena Seltzer.  The Committee nominated Leanne Reynolds for President, Mike Myers for Vice President, Richard Lee for Treasurer, and Zareh Amirian for Secretary (with Bruce Hinckley serving as assistant Secretary).  Mike Myers moved that the Board elect the above slate.  The motion was seconded by Jim Eddy and passed unanimously.

      Mike Myers also introduced a number of Committee positions.  Todd Yvega will serve as Webmaster, Lyn Foster as Newsletter Editor/Publisher, Stephanie Schus as Special interest Groups Chair, Bea Wojtyla as Summer Picnic Chair, Gina Vadurro Seifert as Parents Group Chair, Cheryl Frees-Yvega as Social Chair, Lorena Parker as Neighborhood Issues & Projects Co-Chair, Dan Cabrera as Area Yard Sale Chair for 2012, Bruce Hinckley as National Night Out Chair.  Names of Neighborhood Watch Captains are to come at the next RCPOA Board of Directors Meeting.

    2. Event Calendar Review

      Leanne Reynolds led the discussion regarding a Review of Calendar of Events for 2012.  Bruce Hinckley mentioned that the Board should avoid holding any RCPOA event at the same time as the Duck Race sponsored by Glendale Kiwanis.  Bruce Hinckley also discussed the importance of National Night Out and its prevalence in other neighborhoods.  The Board agreed on target dates for all events.  Mike Myers moved to adopt the calendar of events for 2012.  Jim Eddy seconded.  The motion passed unanimously.

    3. Membership Committee Report

      The Membership Report for 2012 was given by Mike Myers.  He outlined nine (9) proposed recruiting efforts for the RCPOA from the current date until February 2013.  Proposals included sending out mail renewal notices, an “On the Street Where You Live Campaign”, pre-picnic email blasts, pre-Summer Social email blasts, National Night Out, Neighborhood Watch Programs, the October Area Yard Sale, Year End Dues Renewal Letter, and a Letter to All Non-Members.  Bruce Hinckley suggested that exclusive benefits be offered to members in order to entice non-members to join.  Leanne Reynolds suggested that only the first newsletter of the year be sent to non-members, and that any subsequent newsletters be sent only to members of the RCPOA, similar to how Verdugo Woodlands homeowner association operates.  Stephanie Schus recommended the creation of a “Welcome Packet” for new residents, ideally delivered in person by a Board member, and also some kind of Welcome acknowledgement for new members.

    4. Treasurer’s Report

      The Treasurer’s Report was given by Richard Lee.  He recapped 2011 and presented a budget proposal for 2012.  Bea Wojtyla moved that all contributions and donations made by the RCPOA to various city organizations be eliminated.  Lyn Foster seconded.  The motion passed unanimously.  Lyn Foster also suggested that the newsletter be a separate expense.

    5. Web Site Report

      Todd Yvega gave the Web Site Report.  He discussed the priorities for the Web site, suggested that the site be linked up with PayPal in order to facilitate member payments of dues.  He also suggested that the Web site can be used to provide some of the special perks recommended earlier by Bruce Hinckley.

    6. Newsletter Report

      The Newsletter Report was given by Lyn Foster.  She presented a cost analysis report breaking down several options.  Based on the cost analysis, Printing by Harvey clearly had the best price.  Suggested articles for the May 2012 Newsletter included: Security Issues, Crime, Parking Issues, Property Taxes, Wild Animals.  Todd Yvega suggested that Officer Sue Shine be given some space in the newsletter.

    7. Interest Groups Report

      Stephanie Schus gave the Interest Groups Report.  She said that Dan Cabrera had agreed to head up the 2nd annual Area Yard Sale event tentatively scheduled for October 13th, and said she had suggested someone to assist him so that person might take over, if necessary, at a future date.  The Gardening Group has been meeting regularly since last May with 28 members.  The Book Discussion Group’s 5th meeting is scheduled for May 2nd.  The Cooking Group has been led by Beth Volpe with the first meeting focusing on Appetizers and the 2nd meeting focusing on Mexican cuisine.  Inasmuch as there has been little response to efforts to organize a Film Discussion Group and a Bridge Group, she suggested putting a notice in the next newsletter about them and if little interest is generated, dropping these ideas.  Greg Grammar, president of the Glendale Historical Society has agreed to be the contact for the Historical Issues group.  The Young Parents Group had its first meeting in January led by Gina Vadurro Seifert.

      Stephanie Schus also reported Ted LeVine had raised the idea of a Business Networking Group, but his proposal to Leanne Reynolds was really a Job Post Board for the Web site.  Stephanie told him we had higher priorities we need to focus on for the site, which he understood.  Thus, we won’t be including a Business Networking Group as part of RCPOA’s Interest Group program.  The next Neighborhood Watch group meeting is scheduled for 4/23.  The police program for a Security Expo on 3/21 and the aforementioned 4/23 meeting will be communicated to members via a blast email by Leanne.  It was suggested that Lyn Foster’s step-by-step format on the organization of neighborhood watch groups should be posted on the Web site.

    8. Next Meeting

      The next meeting will take place on Monday May 14, 2012 @ 7:00 PM at the home of John Wolff.

  5. New Business
    1. Richard Lee presented a Bylaws Amendment from the Glendale Coordinating Council.  Bruce Hinckley requested minutes of the GCC and suggested that board members review those minutes before voting on the Amendment by email.

    2. It was suggested that Constant Contact could be used for blast emails to members regarding various RCPOA events or happenings.

    3. March 21st Security Expo.

    4. April 23rd Neighborhood Watch Meeting at the Verdugo Woodlands Dads Club.

    5. Leanne Reynolds read a thank you note from former board member Carol Lee.

  6. Adjournment

    Leanne Reynolds adjourned the meeting at 10:23 PM.
